1. Cobra is continuing coverage and is offered by your former employer. You should have gotten a letter shortly after leaving your job.
2. Just to build on Rick's answer, "COBRA" insurance not really a policy you can buy. The COBRA act allows you to continue to pay the premium on your existing medical insurance that you had with your employer for a few months (the # of months keeps changing). After you leave your job, you should receive a letter from your HR department specifying how much it will cost. Note, if you decline to start it up, you generally lose the right to do so.
