Hey, why didn't the dems pass an annual budget bill in the last 2 years?

1. why do some businesses need exemptions from the obviously superior Obamacare? 2. why did Pelosi talk about the Deem and Pass strategy if it was superior? 3. why did the senate vote on it on December 24th? 4. why did AARP get exemptions from oversight on future rate increases 5. why are these other kickbacks in the bill?
