Are any measures taken to prevent TSA full body scan operators from masturbating whilst peeping at people?

2. no, and you aren't even covered by HIPAA type regulations to protect your privacy and how your things are handled. The TSA won't even tell you you have the rigt to opt out of the scan, If it was up to them you would have no protections at all.
