  2. When a patient registers to see the doctor someone is required to sign that they are responsible for the bill. This is the guarantor. Legally this person has to pay. If the person is over 18 they are generally responsible for their own bill, although sometimes a parent will pay it if the patient is still a student. Usually if the child is under 18, unless they are an emancipated minor, their parent or legal guardian would have to sign the form and then they are legally responsible, not the child who is the patient. Now upon rare occasions someone will bring the child to the doctor and even though one parent signed the other is legally responsible because of a divorce agreement. Hope this helps.
