Does anyone know which is better, Guardian health insurance or PEHP insurance?

The company my husband works with changed from PEHP health insurance to Guardian health insurance. Frankly I'm little mad about it because I feel like PEHP is better, I loved the discount dental program they have. So which health insurance is better??
