Can Texas dental health ppo plans (not DHMO plans) restrict members to only using certain in-network dentists?

1. I would say yes. All PPO plans (Preferred Physician Organization) want you to use in network doctors/dentists. These doctors/dentists agree to practice under this type of contract. You can go outside the PPO, but you will most likely pay more out of your pocket.
