do all agents brokers charge a one time enrollment fee to purchase major medical ins.

1. It's doubtful the agent is charging the fee because it is illegal for a commissioned agent to charge fees. Some insurance companies will charge an application fee which is $25 or less. If you are being charged more than $25 you are probably getting a policy from a "questionable" company.
